MINUTES OF COMMITTEE MEETING HELD ON TUESDAY 15.08.00 AT NUFFIELD HOUSE
PRESENT: M. Jacobs, M. Arfman, J. Portelly, A. Chhibber, C. Bishop, Femi APOLOGIES: H. Khimji, Singh, R. Rashid
Matters Arising: Christmas 2000 arrangements Sat. 23.12.00 - All surgeries to open from 8.00 / 8.30am to 12.00 midday. Tuesday 26.12.00 - One extra doctor (in addition to allocated PH1/2/3) required for 8.00am - 2.00pm shift. 3 doctors will work at PCC, and one out. All 4 doctors to be paid @£33.00 per hour. The doctors currently allocated to these shifts have may opt out and their shifts ‘sold off’ at £33.00 per hour. The shifts will remain the allocated doctors’ responsibility until confirmed as sold. The 4 doctors will manage the volume of calls with flexibility i.e. work at PCC or do visits as required. All other shifts remain as allocated. Food will be provided for all doctors throughout the Christmas season i.e. 24th - 26th and Jan1st.
Back-up Doctors Each Practice is responsible for arranging backups. Named backups should be provided for 11.00pm - 8.00am shifts. It is up to the individual HADOC doctor to assess the volume of calls and call out one of their partners to help if required. The level of left-over contacts at shift change to be monitored.
Storage of HADOC slips Dr. French's husband helped to prepare some storage options. It was noted that Mr. French should have received a ‘thank you’ bottle of wine from HADOC. Femi to arrange.
NHS Direct Agreement in principle to use NHS Direct for 1st level triage of HADOC calls. Further discussion needed to agree which kinds of calls NHS direct would send to PCC or pass to doctor. Dr. Chhibber to check with MDU & GPC ref. responsibilities and liabilities. Dr. Portelly expressed the need too be adequately briefed. DR. Chhibber will liaise with David Robinson of NHS Direct to arrange a presentation for the 27th September 2000 (?HMC meeting) and advice.
HADOC Accommodation Nuffield House is scheduled for a rebuild from 01.08.01., therefore HADOC needs to find alternative premises by then. Temporary move to Lister House subject to all Lister partners agreement. Dr. Jacobs will continue to explore this and other alternatives, and advice. On a long term basis, HADOC needs to ask the HCT to be ‘built in’ as part of Community premises at Nuffield House which may be provided under PCT, but this raises the issue of rent. There is the possibility of income by HADOC tendering for the medical advice role to the walk in centre. This possibility to be pursued when it comes to tender. ADC and MCJ to discuss with Carol Sizeland. Inclusion as part of Sydenham House rebuild is not an option as HCT wants to maximise the site for a nursing home. There is still the option of buying a house/property and converting for HADOC use. The property could be bought on an equal share basis; per doctor or practice. Finding an appropriate property would be a problem. Co-operation with the walk in centre could be explored as well.
HealthCall Dr. Khimji wanted to consider the use of HealthCall, but was not present. deferred till next meeting.
Allocation of Public holiday Shifts The committee agreed that all the days (Fri.. - Mon.) of a bank holiday weekend will now be treated as PH shifts and allocated separately by capitation. This will include the Thursday before Good Friday. Only the actual bank holidays will have 6 shifts and all the other days will remain with either 3 or five shifts. For example: Thur. 12.04.01 - 3 shifts Fri. 13.04.01 - 6 shifts Sat. 14.04.01 - 5 shifts Sun. 15.04.01 - 5 shifts Mon. 16.04.01 - 6 shifts Femi will prepare next year’s rota using this system. The rota should be ready by end of September or earlier.
HADOC Drugs Stocked HADOC will no longer stock Levonelle, but issue prescriptions for it instead. Also, all drug orders are now to be signed by Dr. Chhibber or Dr. Jacobs.
Subscriptions All practices should please note that failure to pay subscriptions for up to 3 months will mean loss of HADOC cover/benefits. Subscriptions should be paid by Direct Debit or Standing Order.
Clinical Governance These meetings finish at 5.00pm and HADOC cover will end at 5.30pm. All practices should ensure adequate cover between from 5.30pm - 7.00pm on clinical governance meeting days.
Staff recruitment and hours It has been noted that reception and driving staff have reduced and each member is now covering more hours than before. This is because some of the staff need the pay from the extra hours and are able to safely manage such additional hours taken on. Dr. Jacobs and Femi to look into take necessary measures.
