HEALTH MINISTER ANNOUNCEES HARLOW’S OWN HEALTH SERVICE
SETTING UP OF PRIMARY CARE TRUST SET TO DELIVER REAL HEALTH BENEFITS TO LOCAL PEOPLE
Health Minister Lord Hunt has announced that Harlow Primary Care Group has been successful with its application to play an integral role in the development of health services specifically designed for the people of Harlow through the establishment of a Primary Care Trust in April 2001.
The new Trust will be able to tailor the health services in the area to meet the demands and health issues of the local population. In particular the new organisation will be able to develop its work targeting the high levels of teenage pregnancies in the area and combating the high mortality rates for general and lung cancers.
People of all ages living in Harlow will be able to benefit from the transition of the new organisation, which will focus on the particular health issues of its community. The pioneering trust will develop services in conjunction with local people, centred on their needs. Through close consultation with local stakeholders, it will provide a more efficient delivery of health services.
Dr Cliff Bishop, Chairman Harlow PCG said:
“We are extremely excited, we think this is a great opportunity for the residents and service providers of the Town.
“For the first time Harlow will have its own health organisation based in the Town. As a Primary Care Trust, we will be putting Harlow’s needs first, concentrating on making sure that Harlow people get the health care services they need and deserve.
“As a Harlow based organisation the Primary Care Trust will work closely with the other organisations providing services in the Town. We will all be working together to help Harlow people improve their health and well being.”

Notes to Editors
1. Established under the 1999 Health Act, there are 461 Primary Care Groups (PCGs) covering England and Wales. They allow local GPs, nurses and other health professionals to manage the budgets for buying health services from local NHS Trusts.
2. PCTs will develop local services across a local area in an integrated way making sure that decisions are locally based and centred on patient need.
3. PCTs will be accountable to local people, holding open meetings and publishing annual reports, governed by a lay controlled body with members drawn from local community.
4. PCTs will lead new partnerships between the NHS, councils, employers, community groups and others to work together to provide the right services and to improve the health of local people.
