MINUTES OF COMMITTEE MEETING HELD ON TUESDAY 09.05.00 AT NUFFIELD HOUSE
PRESENT: M. Jacobs, C. French, J. Portelly, A. Chhibber, M. Lurkins, Femi APOLOGIES: H. Khimji, Gopinath, A. Paliwala
Matters Arising: Christmas 2000 arrangements Sat. 23.12.00 - All surgeries to open from 8.00 / 8.30am to 12.00 midday. Tuesday 26.12.00 - One extra doctor (in addition to allocated PH1/2/3) required for 8.00am - 2.00pm shift. 3 doctors will work at PCC, and one out. All 4 doctors to be paid @£33.00 per hour. All other shifts remain as allocated.
Back-up Doctors Each Practice is responsible for arranging backups. It is also the HADOC doctors decision to call out one of their partners to help during a very busy shift. The level of left-over contacts at shilft change to be monitored.
Storage of HADOC slips Dr. French's husband helped to prepare some storage options. Committee decided to go with Lightwood Plc. at North Weald. They rent 7'x 6'x 7'walk-in containers, with 24 hour surveillance. Cost is £10.51 per week (including VAT) = £546.52 per year, on a renewable monthly contract basis.
HADOC Accomodation New development at Sydenham House and Nuffield House It may be possible to locate HADOC in part of Community premiseswhich may be provided under PCT. ADC to explore possibilities. failing this, there is also the option of buying a house/property and converting for HADOC use. The property could be bought on an equal share basis; per doctor or practice. Issue to be discussed further at next meeting.
HADOC Accounts Fixed assets presented with accounts by M. Jacobs. Accounts to be audited and presented to HADOC General Meeting so that all queries can be addressed. Re: Governance Meetings, PCG will be billed in advance of their meetings covered by HADOC.
HealthCall There appears to be varied levels of interest accross the practices. HealthCall proposal not comprehensive enough. Queries ref. standard of practice and base (in Harlow or B/Stortford?). A poll of interests to be taken; by practice. Please find form attached.
Staff Appraisals Femi and Dr. Chhibber to set up appraisal system for receptionists and drivers. Femi to be appraised by Dr. Chhibber and Dr. French. Appraisals will be annual and commence as soon as possible.
Complaints Procedure The complains procedure has been reviewed to include the HADOC doctor involved at an early stage. I have amended the original procedures sheet to include the review. Copy attached. The outline now is as follows: Patient's doctor is notified Patients doctor to contact HADOC doctor to discuss and resolve Hadoc chairman informed of progress and conclusion HADOC chairman gets involved only if it's an organisationl problem
NatWest Bankline This is a PC account management facility that enables the user to be in better control i.e. checking and making transactions on the account from their desktop. The meeting agreed for M. Jacobs to subscribe to it at the rate of £5. 00 per month and a one-off fee of £59.00.
Emergency Contraception HADOC doctor should not be woken up to attend to this. Patients to be advised to phone back at 7.00 am.
NHS Direct Discussion on the possible benefits of using the NHS direct facility between the patient and HADOC. The government is intent on making NHS Direct a success so there is a lot of money and support available to them. It may well profit HADOC if all of it's calls were first to be screened by NHS Direct. Femi to check with some other co-ops who use NHS Direct about their experiences and feelings.

Patient's GP Patient's GP to liaise with HADOC doctor involved and speak with complainant as soon as possible to assess complaint and resolve. If patient still insists on the complaint, refer to HADOC Chaiman.
H.A.D.O.C. Chairman to speak to the complainant as soon as possible to assess and attempt to resolve complaint.
Chaiman to detemine whether in-house procedure is appropriate. If not, advise complainant to contact North Essex health Authority.
Carry out full internal investigation of complaint.
Offer meeting with Chairman within 10 working days of complaint being received
Meeting with complainant
If complaint is unresolved, inform complainant of right to complain to North Essex Health Authority and give address (see below)
Discuss any relevant points at the next committee meeting and consider any necessary changes of procedure or staff training.
